He is probably acquainted with them. But I think that a copy of the relevant extracts should be sent to see H. Blake for his information and guidance. And send the facts to Mr. Lucas.

I am directed by the Secretary of State for War to acknowledge the receipt of Colonial Office letter of the 14th December, No: 39558/1900 - forwarding a copy of a despatch from the Governor of Hong Kong relative to his position as a member of the Committee for the consideration of the Annual Military Estimates.
With reference to paragraph 2 of the letter under reply I am to inform you that the Governor of a Colony was again placed on this Committee in response to Colonial Office letter of 11th February 1891 and the Governors of Colonies were notified by Lord Knutsford by Circular letter dated Downing Street, 26th May 1891.
A copy of paragraph 45 of the Financial Instructions relating to the work of the Committee is enclosed for Mr. Chamberlain's information.
With regard to the points raised by the Governor of Hong Kong I have the honour to forward a copy of a letter which it is proposed to send to the General Officer Commanding at Hong Kong.
I am to add that as there appears to be some misapprehension on the part of Sir H. Blake as to his position.
